Although September 4 was the real birthdate of Wanda Norris, on Tuesday, Sept. 2, several of her friends gathered in her home at the noon hour to celebrate her 88th birthday. She chose Tuesday because her quilting friends are in town that day. On Friday, Kansas Department of Transportation Secretary Deb Miller ordered KDOT staff to develop contingencies to deal with the federal government's plan to delay crucial cash reimbursements to the state starting Monday.
