City manager says he’s where he belongs

When Kelley Zellner walked through the doors at City Hall on Jan. 3 as Fort Scott’s city manager, he brought with him all he has learned about the five P’s – public works, projects, pinching pennies, policing and people.

Zellner came to Fort Scott from Fredonia where he was the city manager, clerk, finance director and project director.
