Man accused in rape case

Fort Scott Police Department officers have apprehended a suspect in an alleged rape case and are investigating a separate incident allegedly involving rape, police said Monday.

About 9:30 a.m. Saturday, Fort Scott police took into custody Carl Eugene Cook, 54, on arrest warrants charging him with criminal threat, indecent liberties with a child and possession of opiates/opium/narcotic drugs and certain stimulants, rape and use or possession of drug paraphernalia on the human body, according to reports from the Bourbon County Sheriff's Office.

FSPD Capt. Shaun West said Monday the case involves two juvenile females.

Police arrested Cook of 722 S. Judson St. in connection with that case. The report of the alleged crimes came into the police station May 27 and following an investigation, officers served arrest warrants and apprehended Cook Saturday.

As of Monday, Cook was being held on no bond. Julie Miller, director of security at the Southeast Kansas Regional Correctional Center, said a first court appearance for Cook had not yet been set.

The alleged offenses involving minor children took place between Aug. 1, 2008 and Aug. 1, 2013. West said the case is being sent over to the Bourbon County Attorney's Office, but no official charges have been filed as of Monday.

In a separate, unrelated case, Fort Scott police took a report made just before 8 p.m. May 27 in reference to an alleged incident involving rape that occurred the previous evening at Second Street Park.

West said police have a suspect but no arrests have been made in that case, which he said is currently under investigation. The reporting party is a 27-year-old female who West said may be the victim in the alleged crime.
