It takes both chambers and the governor's signature for a bill to become law, unless it goes through the veto process. With both chambers working together, the legislature can be very effective. Last week the Senate Leadership put out a press release, "Senate Republican leaders offer positive view of challenging 2011 legislative session." The release was positive but not an accurate depiction of the session. Senate leadership proposed and passed a budget spending all but $2 million of anticipated tax dollars collected, while the House leadership proposed and passed a $50 million ending balance budget. The final budget has an anticipated $50 million ending balance without a tax increase. The budget that passed was a result of both chambers and the governor working together for the best possible results for Kansas citizens.
