She was born June 22, 1919, in Bourbon County, Kan., the daughter of Alfred Steward and Gaynell Pellett Steward.
She first married Elmer Richardson who preceded her in death.
She later married Roy Fultz on Nov. 8, 1984, at Miami, Okla. He preceded her in death on Jan. 20, 2007.
Velda owned and operated Town and Country Western Wear located in downtown Fort Scott for many years.
Survivors include a daughter, Ruby Ingram and husband Wally, Haines City, Fla., and a brother, Ned Caldwell, Fort Scott, Kan.
There was cremation.
Rev. Chuck Russell will conduct a memorial service at 10:30 a.m., Thursday, March 31, in the Cheney Witt Chapel.
Burial will follow in Clarksburg Cemetery.
