Governor Parkinson enacts statewide public smoking ban

TOPEKA, Kan. -- To advance the fight against cancer and improve the overall health of all Kansans, Governor Mark Parkinson signed into law HB 2221, the Kansas Clean Indoor Air Friday. Joined by First Lady Stacy Parkinson, former-Senator David Wysong, Secretary of Health and Environment Roderick Bremby, state legislators and health advocacy organizations, the governor held the signing in the South Wing of the Statehouse.

"The journey of passing a statewide public smoking ban has been long and hard, but today we are able to cross the finish line knowing that we have built a better future for generations to come," Parkinson said. "With this legislation, our state takes the necessary steps to save Kansas lives by reducing cancer, tobacco-related diseases and teen smoking. I appreciate the vision of former-Senator Wysong, the bipartisan collaboration in the legislature and the continuous support of so many Kansans."

HB 2221 amends current law concerning cigarette or tobacco infractions and the taxation and unlawful use of cigarette and tobacco products. The bill bans smoking and makes the act of smoking in the following a cigarette or tobacco infraction: public places; taxicabs and limousines; common areas in public and private buildings, condominiums and other multiple-residential facilities; access points of all building and facilities unless exempted by the bill; and any place of employment.

The legislation makes it unlawful for any person who controls the use of the area where smoking is prohibited to fail to comply with any of the provisions set out in the bill or to allow smoking to occur where prohibited. It will also be unlawful for any person to smoke in an area where smoking is prohibited. The bill will take effect upon publication in the Kansas Statute Book.

This brings the total number of bills signed during the 2010 Legislative Session to eight.

The governor will also be holding ceremonial bill signings on Monday, March 15, in Kansas City and Salina. The Kansas City signing will be held at the University of Kansas' School of Nursing Atrium at 1:30 p.m. The Salina signing will be at the Salina-Saline County Health Agency at 3:30 p.m.

MAYBE THE NEXT ISSUE GOV PARKINSON CAN ADDRESS IS TOO MUCH PERFUME & AFTERSHAVE IN PUBLIC PLACES - YOU KNOW THE ONES THAT SUBMERGE IN IT EVERY MORNING BEFORE THEY GO TO WORK. THE ONES THAT THE SMELL IS SO STRONG THAT PEOPLE WITH ANY KIND OF RESPIRATORY ISSUES CAN'T BREATHE - THE ONES THAT FEEL THE NEED TO HAVE EVERYBODY SMELL THEM FROM AFAR!!!!!!! AFTER HE TAKES CARE OF THE PERFUME & AFTERSHAVE ISSUE, MAYBE HE THEN CAN TAKE CARE OF THE PEOPLE THAT USE SMOKELESS TOBACCO - LIKE THE ONES THAT SPIT EVERYWHERE - ON PUBLIC SIDEWALKS, PARKING LOTS - GRASSY AREAS IN PARKS WHERE OUR KIDS PLAY. THERE ARE DISEASES THAT CAN BE TRANSFERRED FROM THEIR SALIVA, NOT TO MENTION THE DISGUSTING GLOBS OF TOBACCO THEY SPIT OUT ANYWHERE THEY SEE FIT. YOU GO GOV!!!!!!!!!!!!!!!

Then he can look into putting a prohibition against "breaking wind" in public places, and while we are at it, lets get serious about a "no more crack" dress code policy. After all, we can't achieve utopia with these kinds of problems...

Good job on the smoking. Nothing can ruin a meal quicker than having someone blow smoke to your table while eating. Next thing the state needs to look at is encouraging people NOT TO TYPE IN ALL CAPS BECAUSE IT IS ANNOYING.

Yep, funny. However, it is more difficult to read anything in all caps. It is also considered to convey "yelling" since volume can not be distinguished via text. Ince the post was in all caps, I would guess that they were mad, or had the TV up to high and were yelling.

I do agree that some perfumes and after shaves, chewing tobacco and flatulence can all be offensive, but I have never known anyone who got cancer from any of these sources second hand.
