Justin Meeks was present at Tuesday's meeting on behalf of Jim Smith, owner of the Smoker Building located on Main Street. He presented a proposal to the commission which requested that two of the 27 parking spaces in the parking lot located at the corner of Main and First streets be reserved for the employees of Edward Jones who is currently leasing the building.
Meeks said they are only requesting the spaces be reserved Monday through Friday during normal business hours. He said the reserved parking would not be in effect during special events such as Good Ol' Days.
Fort Scott Director of Finance Susan Brown brought up the fact that it is possible the parking lot was funded by Community Block Development Grant money and can only be used for low- to moderate-income purposes. If CBDG funding was used then the parking cannot be reserved, she said.
As a result, the topic was tabled until it can be determined how the parking lot was funded.
Other business conducted included:
* Approved a change order for the Downtown Streetscape Project in the amount of $136,890. Brown said the city was aware of the changes and they have already been paid.
* Approved a contract with Mercy Health Center to provide ambulance service. MHC will pay the city $1,500 per month and $75 for each run made after the sixth run each month.
* Approved the funding of $2,500 to CASA from the Special Alcohol and Drug Fund. In August the city will evaluate whether or not to fund an additional $2,500.
* Approved allocation of $1,200 for Pioneer Harvest Fiesta and Voices From the Quilts events as recommended by the Transient Guest Tax Committee.
* Approved agreement with Agricultural Engineering Associates, of Uniontown, for completion of the second phase of improvements to the dam at Fort Scott Lake as required by the State of Kansas. The commission also approved a contract with AEA for repairs to the sink-holes at Gunn Park.
* Authorized the use of General Obligation Bonds to fund the 2010 Street and Sidewalk Improvement program.
* Authorized the use of General Obligation Bonds to fund storm drainage improvements at 7th Street and National Avenue.

Since there doesn't seem to be any hurry to rebuild the buildings that were destroyed durning the fire, why not pave these areas and have a down town parking?
If they paved it, we'd never see another building go up. Look at all the parking we have there now: 1. 3rd & main (2 lots); 2. 2nd & Scott; 3. 3rd & National; 4. 2nd & Judson; 5. Wall & Judson; 6. Oak & Judson; 7. Old Fort area; 8. 1st & Main; 9. Lot between library & Memorial Hall. Plus you have all the street parking and private parking at UMB Bank. How many parking lots do we need for a downtown that is looking more like a ghost town?
As far as downtown parking, this won't be a problem for long. I understand El Charro will soon be moving to the Ziggie's building south of town. Another empty building....
