Commission reviews ordinances to clean up city

Garbage was on the agenda at Tuesday evening's Fort Scott City Commission meeting as two ordinance amendments were up for discussion.

The first of the amendments was in regards to those who haul garbage. Fort Scott Codes Administrator Amanda Proffitt said the amendment spells out more specific requirements in which a vehicle must meet during an inspection to receive a license to haul garbage.

The amendment came about after noticing a growing issue with garbage trucks leaking fluid or leaving puddles on city streets and alleys, she said. Proffitt added, the amendment states that all vehicles must be water tight before a license will be given. Fort Scott City Manager Joe Turner added there have not been many complaints on this issue yet, however Proffitt is trying to take care of the issue before it becomes a problem.

The second amendment was regarding littering and the containment or garbage on properties. Proffitt said nothing is being changed to the ordinance with the exception of the addition of three sections which spell out proper containment of garbage on properties within the city.

According to Proffitt, there has been a problem with inadequate storage for garbage at multi-residential homes, especially homes which have been converted into apartment buildings. The amendment would require landlords to provide adequate storage for the garbage of the residents, she said.

The amendment also states that all properties must have a garbage can with a lid, according to Proffitt. She said this part of the amendment was created due to an issue with animals getting into garbage bags and scattering garbage in lawns and alleys.

Both amendments were given their first reading, not action was taken during the meeting.

Other business conducted during the meeting include:

* Appointing Mitch Quick and Jim Pitts to three year terms on the Planning Commission.

* Approved the vacation of Wilson Street located near Five Corners Mini-Mart.

* Fort Scott Director of Finance Susan Brown informed the commission of the creation of the Sewer Reserve Fund Account.

* Designated Fort Scott City Clerk Diane Clay, Commissioner Dick Hedges, and Brown as the three voting delegated to the League of Kansas Municipalities meeting in October.

* Approved a letter showing the city's support of a sewer system at Lake Fort Scott. The letter meets the satisfaction of Bourbon County Commissioner Terry Graham.

* A work session will be held Sept. 8 to discuss the Fort Scott Municipal Pool.

* A work session will be held Sept. 29 to discuss the city's comprehensive plan.

Concerning this issue about lids for trash cans, some of us have three or more large bags of trash per week and a lid is not going to cover it all up. Personally, my family uses a 55 gal. drum for our trash container and although we have a lid, it can not be utilized after the third sack. Guess we can get yet another 55 gal. drum.

Well then wouldn't logic follow that animals should be a concern and animal control could be in charge? If this part of the amendment was created due to an issue with animals dragging trash from barrels then get in control of these freely wandering animals in the first place. Lids aren't always going to keep animals out if they really want in. I can't tell you how many cats I see roaming freely in my neighborhood. I see dogs too, but way more cats in and out of trash barrels and using lawns freely for their toilets. Just a thought.
