Tim Allison made a final appearance in the Bourbon County District Court on Wednesday to receive sentencing for one count of attempted fraudulent insurance act. Allison's crime is considered a severity level eight, non-person felony. Since Allison accepted the terms of a plea agreement, the Kansas Attorney General's Office did not object to placing Allison on probation.
Conditions of his probation require Allison to abstain from alcohol and drugs; pay fees and submit DNA to the Kansas Bureau of Investigations. In addition, Allison must remain gainfully employed and report any changes in employment to the court immediately. Since Allison's crime did not personally benefit him, Smith ordered no restitution be paid.
Allison was a local insurance agent for Gross Insurance Agency during the time that a large fire broke out in downtown Fort Scott.
According to Bourbon County District Court documents, Charles and Brenda Parsons, who were Allison's clients, allowed the Farmers Alliance Insurance coverage to lapse on one of the buildings they owned in the downtown area. After the fire, Parsons presented Allison with a check to reinstate the insurance on the building. However, Parsons left the date line on the check blank, according to records of the court. Allison back dated the check, making it look as if he had received the money before the fire had taken place. After the insurance had been reinstated, Parsons and Allison submitted a claim to Farmers Alliance for damage sustained by the building in the fire, court records show.
Both Allison and Parsons were two of five local residents indicted after a grand jury investigation of alleged wrong doing by Fort Scott City officials. Parsons was cleared of criminal charges concerning the incident.

obviously...you are a friend or family to the person who had the charges dropped...that's fine..For those of us who know and worked with Tim..we can ALSO express our opinion that he was made the scapegoat and that others were not innocent just because their charges were dropped. I am not saying Tim did not use poor judgment..but he is a nice person who made a mistake...NOT A CRIMINAL...so get over it..
Tim is a very good person who made a mistake. I worked with him for a few years. He was an extremely honest and by the book underwriter. I am sure that when he backdated that check it was not his idea to do so... maybe the Parsons' maybe Tim's boss. But, the decisions he made, the law and the judges rulings are what they are. A mistake was made and he will pay a price. I wish him the best.

The case against Parsons, as a result, has been dismissed."
Get over it.
Mr Parsons was not charged because the claim he filed would not have been fraudulent if Mr. Allison had not back dated the personal check. There was not enough evidence to support the claim that Mr. Parsons had sufficent prior knowledge or acted with malicous intent.

Well why wasn't the other party to this fraud not charged?
Mr. Allison admited to knowingly and willfully back dated a check and sent that check to his underwriter.
Mr. Allison then knowingly and willingly helped Mr Parsons submit a claim to the insurrance company.
If Mr Allison had not back dated the check to the 10th then he would not have commited fraud. The simple fact of the matter is, he did, he got caught in a lie, and now he has to pay the piper.
Something is ludicrous in the fact that Tim Allison has been dragged through the mud and that the Parsons have been let go scot free.
This is a very good person and he got a very,very raw deal...If charges were dropped against Parsons,they should have been dropped against Tim as well...I am sure he was doing what he was asked to do by the person who would have benefited the most from this transaction. He was made the scapegoat for that person and that is just wrong.`

Where are Charles and Brenda Parsons? Free to live life -they did wrong also and should have stayed in town and admitted their wrong doing and been punished.
